Because they think they are the best option and, up until the main female lead pops up, the man always seems celibate, which the sly lady thinks is "just for her, he's just waiting for the right time in his career before popping the question blah blah blah". It's basically a big pile of confirmation bias - the "evidence" is twisted to fit into her narrative. So you've got a pile of: a. She's crushing on him. This lends rose-tinted glasses to everything about him. b. Because of [insert list of reasons], she thinks she is the best "love interest" option out of literally every potential love interest - so much so that in her mind, they aren't even potentials. Confirmation bias explanation: she and he belong together and she's just waiting for him to catch up to the logic. c. He's celibate. Confirmation bias explanation: He's waiting for her. d. She thinks she has all the time in the world, because she thinks she's his only true option, thus, she's not in a rush to get the relationship solidified. In her mind, it's already solid, it just needs to be formalized by the asking and accepting. It's only when she realizes that he was *not*, in fact, waiting for her (or worse, in her mind, that another girl "stole"/seduced him from her) that she realizes she's been "too patient" and needs to up her game. This is where the desperation begins. e. The moment she confesses is usually the moment that she realizes that there was never any chance, and she's relying on the last ditch effort of a confession to sway his heart "back" to her (even though it was never hers to begin with). This is her last hope, like "maybe, even after all I've done, maybe he just doesn't realize I love him so he's going with someone inferior because he thinks I don't like him back..." or something else equally deluded. So yeah, the reason the competitive love interest confesses after there is competition is because to her, there wasn't really a reason to confess earlier - the "relationship" was already a forgone conclusion. Up until, that is, he got into a relationship with someone else. And that kickstarted the desperate backpedaling and over-correcting that eventually results in her confessing love to a taken person.
