I believe it's called a rotary whisk! It comes in handy for things that need a little extra manpower but you don't want to bring out the electric mixer for.

I've read that you can make a vegan buttermilk with 1 cup / 250 ml of dairy-free milk with 1 tbsp of white vinegar or lemon juice. Let it sit until it curdles slightly, and then mix it in. Let me know if this works out for you!
