To any curious person, as well as Billy Butcher, as to why they were laughing at the end, was because after Armstrong pierced Sam’s body with his sharpened limb, Armstrong then extended his right hand down to shake Sam’s right hand, but since he couldn’t use it after the injury, Sam had no choice nor any options left. A double entendre of both irony and psychological mind games at play with a simple hand gesture. 👌

Fun fact Sam learned from his mistake against Armstrong as when he cut Raiden's arm off later he cut it down at the shoulder which is what he should've done against Armstrong to avoid getting stabbed

What makes Sam a scary badass is that it's one of the few unaltered humans, the armor his wears is just that, armor, not cybernetic implants like Raiden. He went toe to toe with Armstrong who's be altered to shit and Raiden who's more chome than dome and was nearly a match for them.

jetstream dam is not really a cyborg that's what raidens teammate (the girl with blonde hair and glasses thought) Jet was really using only one cyborg arm the rest where all human body parts his suit was just giving him super speed and double sky jump THE time when he fought raiden on round 2 his sword got flinged by raiden and he was fighting raiden with bare hands of he had his whole body turn into a cyborg raiden would have gotten hit so hard like what Armstrong did to Raiden. don't believe me? watch the video jetstream dam vs the cyborg dog full one and jetstream sam vs raiden round 2 (the part when his sword on the ground)
