He created districts outside of the budget and even a whole province. We started procuring external commercial debt under him - the Eurobonds - here we are still grappling with what he left

There’s no country that does not borrow, and his borrowing was substantiated. If he lived out his term Zambia wud have been transformed given all his projects came to a halt when he died. Borrowing is good as along as u manage ur funds - e.g Rwanda.
