He is not an m30. You need to be an elite to get 3rd vigilante slot plus you can't get t12s as m30. They don't offer it and those crew vouchers specifically states that only elites can use voucher for t12s. So not a M30 with those stats and op size. I know since I am an m30 and I am restricted in what I can do and buy. Just wanted to clarify that.

Check the investment center, you only need Investment center level 30 for the 3rd vigilante slot. He wasn't using t12, his opponents were.

As far as I know you must have E5 mansion to get T11/12 , but you can buy t11 tickets aswell in the shop 😊😊
