Because Mafia was actually made for PC and not for weak ass consoles like GTA. The Pc version was then later ported to console and not the other way around like GTA. Imagine what GTA could have been when they did the same.

I have a suggestion: with similar methods, will you be able to make the game reach its 32-bit integer limit to demonstrate some unique glitches, like Minecraft does with its Far Lands, for example? The first thing that Mafia engine surprised me with, is the fact that you won't respawn, once you react the so called "Lost Hell" and it will freeze instantly the speed of a vehicle. This told me that some fancy stuff could happen, once you surpass that mathematical 32-bit limit and make the game go crazy.
