I had "dusty Duncan" as a child. It came in the Morgan's Mine set. While most of those sets just came with Thomas & Stanley, mine came with Thomas, a Troublesome Truck, a blue freight car with a load of lumber, and Dusty Duncan. I remember opening the box and Dusty Duncan being inside it. My best guess is that Dusty Duncan was an exclusive item to certain versions of the Morgan's mine sets.
