I'm a broadcast engineer and the best way to put it is. The director is like the coach of a football team. He or she makes the calls and sets the tone of the game. The TD is like the quarterback. He or she executes the plays as called by the director and can immediately respond to an unexpected issue (calls an audible if something goes askew) A good Director and TD ensures a good show.
