All the beasts in scripture are reflected in the statue, which shows Christ's kingdom being established at its fall meaning that there are only four empires in total. The Papacy is not an empire and can only ever be a product of the final beast, not the beast itself. Neither are the Papal states or Vatican city built on any of the seven hills of Rome, which is a requirement of the city which represents the beast, also it has two horns like a lamb, not one. It must also represent the beast that once was, meaning that as the verse was written during the period when Latin Imperial Rome was ruling, then the beast that once was has to be one of the previous empires. Only the Greek beast rose again with the 2nd Greko_Roman empire and its capital Constantinople, which is built on seven hills and made Greek its official language and culture, it was established by Flavius Constantine who came from the family of the 6th and 7th emperors of imperial Rome who destroyed Gods Temple and it does have two horns like a lamb, Latin Catholic and Greek Orthodox, which were used to convert Ten Pagan Kings to either, whose future empires would shape the world we live in today.

@ElectricGeology2025 Newton was wrong, the Holy Roman empire was created by the donation of Constantine which allowed the Papacy to appoint a Western Emperor, who was Charlemagne. The capital of the Romans was still Constantinople, and as revelation 17 states, the beast that once was, meaning that as the verse was written during the period when Latin Imperial Rome was ruling, then the beast that once was has to be one of the previous empires, the holy Roman empire was Latin meaning that it cannot represent the beast that once was, only Constantinople and the 2nd Greko_Roman empire can fulfil the prophecy as it made its official language and culture Greek. So unless Newton is more accurate than scripture, his statements are relegated to the countless number of wild speculation over the ages.

@davidmcpott1924 it being latin does not disqualify it but suggests the Roman EMPIRE will return as is the ultimate goal of the Jesuit order, which is to have the Pope seated in Jerusalem. Here you have a vicor of Christ (instead of Christ or antichrist) a situation of a past empire posing as Christ taking a seat of authority in Jerusalem. No, I think Newton was spot on and the 10 nations or ten horns are clearly covered by Newton as well.
