This was an old movie from 1998 that was produced for HBO called Black Cat Run. Unfortunately I'm so old I saw this in 1999 or 2000. I haven't had cable in years does HBO still have 5 channels they just played every movie that they produced over and over I have seen this one probably 5 times so they cut some stuff out but it was still a old favorite of mine. Jake Busey is Gary Busey's son and him and Patrick and Amelia are probably pushing 60.
