The elevator is not "confused" as you said at least 20 times, its just not functioning, as in not receiving a signal. so that particular light fixture thinks that the elevator is in stand-by/ test mode, so both lanterns are lit. OMFG i'm going to be up for hours correcting this video.

Elevators and all machines require maintenance to keep them in tip top shape. It is greedy people who don't take care of the elevators who suck.
