If he's not solely worried about money and wants the best chance at starting, being able to compete for a national championship and having a high NFL draft stock i believe his best opportunity will be at LSU, if money is the main goal then Oregon will be the best fit. Miami is a big question mark imo as to where they truly fit into the equation. However regardless of where he commits, where he signs may be completely different as these schools seasons play out to solidify his overall goals in college.
