6:13 actually, canonically the original heists missions (like the fleeca job), happen 11 months before the story of the game, and any DLCs happen in the year they were released (so San Andreas Mercenaries happens in 2023 for example)

Because nothing in the story suggests that only that he was there, then magically turns up in LS, where yes he has a story about not getting hired by the university, but other than that nothing suggests he originates on the west coast vs the midwest
