KZbin comments say that his film was made in the Soviet Bloc country of Georgia in about 1957, the original cartoons themselves were purchased from overseas countries like Eastern Europe, by the Russian born, Fima Noveck, the President of Flamingo Telefilm Sales. After the original cartoons arrived in the United States, they would receive a new soundtrack, including English language and music, that would appeal to American children.

Apparently, this is a Russian cartoon, which make fits the odd (to an American) sensibility. The final credits led me to this paragraph on Wikipedia's article on "Nutty Squirrels Presents": "The original cartoons themselves would be purchased from overseas countries like Eastern Europe, by the Russian born, Fima Noveck, the President of Flamingo Telefilm Sales.
