Let me give you one perspective, during the partition based on religion Hindus living on Bangladesh migrated to India and Muslims migrated to Bangladesh. Muslims had to options either to go to Bangladesh or to Pakistan. Sad those who lives near to Bangladesh went there and the rest went to Pakistan. Still some people didn't migrated and the number isn't small. That's why Bangladesh started with a big population when it was East Pakistan before gaining independence
