indeed that's the fuckup circle. of course it depends how you enter the country. If you cut off all the strings to your old place or not. Had a similar situation (as a EUROPEAN!) in another european country (member of the EU). did not have any place/address in my old country. To work you need some "state registration number". To get this number, you need a place to life (address which will be reported). to get such an address you need buy/rent. but to rent such place you also need some proofs. My thoughts had been like "push the reset button, cut all strings and go to a new place and see what happens". - BIG MISTAKE. It's always better if you have already everything prepared when you come to the new place. Unfortunately, reality isn't that simple and easy. And for people coming from a country outside the EU it's even worse. the magic circle... Without a job you don't get a place to stay/life/pay. Without a place to stay it's hard to get a job. Without the legal documents you often can't get both of it. Back in time, when that all started, i was reading online (if it really was the truth, i can't say), it was written that to enter Germany and get the status of Refugee seeking for asylum you have to give away all your belongings, cause the logic of having like 5000 EUR in your pockets for starting a new life doesn't suit to refugee-asylum status-situation.

And of course they can't hire you because you don't have experience in this country, and any experience you have from your country of origin isn't acceptable. You can't win.
