we need MORE dark bs (bullshit) lore. quite extreme but it could be that he got molested as a child, developed PTSD and likely even Paranoid/Schizotypal personality disorder (after the incident: wore a "costume" so people wouldn't look at him, tried to move on by addapting a new persona) and so he had trouble dealing with them but wanted to build and provide a safe space for them to cope with his traumatisation. unlikely but it could even be that ash was working there too and got heavily injured when grom set off the bomb so he wore a costume so the children won't be scared of him in his future jobs.
