My planning consultant missed off one of the tick list reports when we wanted pd on an office to resi. Would you claim from their pi insurance. Its meant we had to apply for full planning which took 8 months and had lots of expensive conditions

Ultimately, that would depend. Did they send you the draft PD application? Why couldn't you go back and simply re-apply for PD? Had article 4 come into effect by that time? It's not a question of claiming against their PII, it's rather that their PII would kick in if you decided to instigate a claim. Obviously that claim would have to demonstrate the pecuniary loss suffered. That can be a high bar, and YOU still need to demonstrate that you did everything you could to mitigate loss. The problem is the opportunities with PDR is mostly illusory. Most councils in high value areas have Article 4 in place to stop office or shop>resi without planning. Low value areas without article 4 are just not profitable. In addition, there are very few properties that meet the PD criteria and so can avoid planning e.g. additional windows, doors etc are usually necessary. I've spent days looking for properties and there is NOTHING even remotely suitable.
