I think it’s slightly more efficient to stay on the same side of the dock and let the other minnow rotate on to your side. Basically running left to right then follow back left.

Sharks are nice of course but for self sufficient accounts, in most situations I prefer karambwan for the ease and speed of catching, or manta rays from zulrah for harder content. For regular slayer I buy 16 healing potatoes from warrior's guild. If I'm out of manta rays I would still try to buy sharks from piscarilius before going to minnows so I never did.
