How do you manage to play the game at 60 fps stable ? Even if I lower the graphics and close all other apps in the background, the max fps i get is 45-50 which decreases to 10 during 5v5 teamfights.

if you are playing in global it's understandable due to fps fluctuating but in china server it's not an issue so I suggest you upgrade your phone for better fps
