I have a 15-13-13 shadow Lugia and a decent apex shadow that's lvl 40, was think to purify to get the 4*? I also don't really have XL candy for Lugia

Nah don't purify the shadow Apex, it's a lot rarer than a normal shadow Lugia, better in raids as well

I don’t think they’ll ever release bottle caps in pokemon go. It would cost them millions in lost revenue if you only ever needed to raid one unit If they do, it will probably be an extremely rare resource hidden behind a paywall
