A film by Madeline Anderson about the Housing Authority struggle in St. Louis focused on the Pruitt-Igoe urban housing project.
In February 1969, residents of public housing developments in St. Louis began a nine-month rent strike after the Housing Authority announced its third rent increase in less than a year. When the strike ended, the residents were granted their three basic demands: Rents would not exceed more than a fourth of any tenant’s income, a Tenant Affairs Board would be created to represent the interests of all residents, and two tenants would sit on a five-member Board of Commissioners, which oversees the work of the Housing Authority.
