'The water's got nowhere to go': Officials raise concerns of low-level flooding in Council Bluffs

The Missouri River has already risen significantly into areas like Tom Hanafan Park in Council Bluffs, but the Council Bluffs Fire Department says its biggest worry now is low-level flooding in the city.
