"The Wind That Shakes the Barley" is an IRISH ballad written by Robert Dwyer Joyce (1836-1883), a Limerick-born poet and professor of English literature.

The title appears in Henry Robson's list of popular Northumbrian song and dance tunes ("The Northern Minstrel's Budget"), which he published c. 1800. I think the reel preceded Joyce's ballad. Certainly the reel does not carry the weight of Joyce's version.

The Joyce ballad has a completely different tune. It is not a reel.

Yes, this is because the original reel goes, "Oh, won't you rattle me, the little bag of tailors".
