I can't see how this isn't an inside job the shooter was 133 yards away on a rooftop. There was a civilian on the ground who saw him minutes before it happened and pointed and shouted at the guy and yet no response. How does secret service not close that perimeter?

Something I haven't seen in the comments yet: 100m perimiter of control is a ridiculous amount of rooftops but pretty normal for a presidential detail. 200m doesn't double the rooftops it nearly cubes them. That is response fire only and pre-check of access. In America even for a serving President we don't lock down whole towns for a VIP, most everything continues on as normal. At that range a guy in HVAC repair clothes could get in with equipment that size without a second look.
