But, given a long enough timeline, I'd imagine Valchek is going to fall from corruption or having to do favors for the big money men just to stay in his position.

cause the run of the mill ticket cop is not smart enough to actually apply the law book to write proper tickets apart from a few he knows to cite on the streets usually. So they wouldn't be able to pull this off. Gotta get some one who can actually apply the law. How is a drinking establishment even allowed to serve alcohol at 8 AM? Bars usually have last call around 1 AM and aren't allowed to re-open until 11AM.

In more populated areas with industry, bars are pretty much 24/7, as 3rd shift folks need somewhere to ease off after an 8 - 12 hour workday

I haven't really seen any bars that opened up before 11 AM. But I've gone to the grocery store and bought beer at 8 AM sometimes(but usually just to take home to put in my fridge).
