I actually think Clay wanted to rain-make Stringer from the start, but intended on playing a long con in the full knowledge that in three years time it would eventually 'rain', so when it did happen Clay of course would overstate his role into making it happen. Then having earned Stringer's trust, he would rain-make him again. But Stringer was impatient and had no intention of playing a long game, so Clay then decided to get as much out of Stringer in the shortest time as possible knowing that Stringer would take his money elsewhere if Clay refused to take it.

I think if Clay had the connections we are led to believe he had, he could have pulled some strings (no pun intended) and gotten Stringer in there, bypassing whatever 'regulations & requirements' there were. I only meant that Clay's advice was not total BS. There was some realistic advice speckled in with his stalling excuses to Stringer.

Stringer was thinking way too small. I don't think that was a warning given in good faith. Davis said that every time string took a more direct and aggressive tone in a conversation. It was Davis's way of pacifying Stringer, gas lighting him by using misdirection to make Stringer think he was coming off as a gangster instead of a business man. I think Stringer stands in for all the people who think if you have money you can just do whatever you want. Its more complicated than that. You can't just get a massive development deal with a city, start a large successful corporation, or kill a senator. However, moving from that to large construction projects requires a lot of money. Not sure if Scarface handled that scale, as it's been years since I've seen it. But there are major paperwork issues the higher you get, and it takes actual knowledge to run those businesses. He hadn't run a real business before, as far as I know.

It's sad in many ways. Stringer really thought he was going to run. Makes the moment the guns were on him more poignant. He must have thought how did it come to this. Idris acting was so good, when he knew it was over at the end, just before death.

Right at the end, Avon understood you either make it look like a accident or you don't do anything. Taking out a state senator would effectively end the West Baltimore drug trade for the time being. The DEA would just hang out on every drug corner and they would be able to stack so many charges it would be a numbers game to see if someone flips after being locked up in federal for months.

Funny thing about this whole situation is Stringer lost his cool over what 250k? Maybe a little more than that? He makes millions off the drug trade. If hed just accepted the loss and taken it as a learning experience and consulted Levi before the next business deal he went into he could've gotten his happy ending that he wanted. But his pride was too hurt so he tried to fuck over Avon and lead to his own death.
