There's no cocoa powder but there's plenty of cocoa fat, which is what all chocolates is made out of. There is no significant difference in the quantity of milk in white or brown chocolate. It's sad that Joe was able to answer correctly yet doesn't seem to understand white chocolate.

Brown chocolate is made out of cocoa powder, cocoa fat, sugar and milk. White chocolate is made out of cocoa fat, vanilla, sugar and milk. You can't make white chocolate without cocoa. If there's no cocoa on your ingredient list it's candy, not white chocolate.
