Batman already tried the free roam thing with Batman and Robin, if they could have looked at that and improved on it then it might have worked out. GTA 3 may have pushed things forward and influenced many, but free roam was already a thing and possible. They just gave up because admittedly, pre GTA 3 free roam was very hit and miss. And that game was still jank. But some games were alright, like urban Chaos and Driver.

The "wannabe bane" is Ubu. He's been around since the late 60's and is fairly well known to fans as Ra's al Ghul's main henchman. He appears nearly every time Ra's does in most batman properties, even the superman animated series crossover episode. He has only been neglected recently since Nolan's decision to cut him from his universe had a ripple effect on other media.

Whats weird is the original scope for this game was still bigger then any Batman game we've actually gotten. "Dark Tomorrow was presented at E3 2001 as an exclusive to the GameCube console. It was originally conceived as an open world oriented adaptation of the comic book iteration of Batman. Similar to Activision's Spider-Man 2, players would control Batman as he traveled around Gotham City, with the ability to patrol Gotham in the Batmobile, Batplane, and Batboat. Character A.I. and combat was very ambitious in order to allow an in-depth open world Batman experience." Arkham Knight comes the closest but you still can't control the Batboat and Batplane.

Joker was working alongside Ra's al Ghul to distract Batman, so it makes sense he'd kidnap Gordon and leave him a mocking representation of playing cards with no Jokers in the deck. One could suppose it's representing the "not playing with a full deck" joke while also showing how Joker escaped his containment at Arkham and possibly implying that if the second Joker card is missing, maybe that represents Gordon, after all, Joker has tried to turn him crazy before. The again maybe I'm looking too deep into this.
