To be fair, Guo never passed through immigration, it's just an excuse by legislators to have someone take the blame. She used the old waterways. I have used this in the past myself, to get to Brunei without a single piece of documentation, and never having to report to any kind of authority. Every boat and hike trail guide just needed to be paid in cash. What's more alarming is that this path has existed since the 60's and has never been corrected or patroled. It's the same path rich businessmen use to smuggle in certain luxury goods. I know one particular senator who almost exposed this when he smuggled an F1 Mclaren through this channel. It attracted attention since the car was too big and flashy for this kind of operation. EDIT: Guo isn't in Indonesia, she is in Brunei and most likely has passed to Malaysia at this point. Her siblings heading to Indonesia is a smokescreen. They used the Davao channel to get there. Alice used the Palawan channel to get to Sabbah then Brunei.

For those wondering why the Philippines and USA are so close and even have a Mutual Defense Treaty with each other here's a simple reason: USA is the Philippine's oldest and greatest ally, they helped free us against the empire of Spain though later they colonized us then transitioned us into their Commonwealth and we later gained full independence shortly after WW2, btw the largest naval warfare in the history happened in Philippine waters during WW2 between USA and Japan. Meanwhile, the Philippines is USA's oldest ally in Asia.

The outcome of the SPanish AMerican war meant that the Philippines be given to the USA. SPain and USA agreed to make the transition 'heroic' by staging a fake battle in Manila, fooling the natives. Now that they occupied the Philippines, they robbed the natural resources and killed some of the natives in Mindanao. fast forward to WW2. USA territory of the PH was invaded by Japan. US-PH helped each other. After WW2 USA was thankful they 'gave' us back their PH to Filipinos. If you question why were we not given Statehood? The same principles apply to why was Mexico(also Puerto Rico) when successfully invaded by the US be not part of the USA? the answer is the people living within the territory, the people were too 'different' from American standards at the time.
