so on the concept of ZU standing for Zero Used, PU doesn't have an official title, they just gave the tier the name PU as a pun cus the pokemon stink in it but I've always said it stands for "Practically Useless" and I like that Zero Use is the tier below that.

Lower tiers are always going to get stronger, even if there is no powercreep, simply because upper tiers fill up and Pokémon are pushed down: it’s a quantity not a quality issue

@@hard2flatter516 its usage based. Harder to be on 4.5% of all teams in OU when there are more mons to compete for the slots. They moved up the % just once but the roster of Pokémon grew 6 times during that timeframe.

@@hard2flatter516 The only way more pokemon end up in OU is if there are more low usage pokemon and less high usage pokemon, so only an incredibly diverse metagame where somehow people have not decided on what's best. And even in healthy diverse metagames people will still choose popular well understood strategies a lot
