Another KZbinr described them best as being an "empty cup", they're letting out all of their emotions in order to let in others emotions when being confided in by others, which tends to happen a lot with Libra's as they are good listeners. All that pent up energy has to be released somewhere, and instead of releasing it on unsuspecting friends or strangers, they release it to very close people as there tends to be less repercussion to be judged and condemned for it.
