I find brushes like this typically by googling "free online photoshop brushes" and then finding them on sites such as Brusheezy. I downloaded some action packs from a former work associate years ago, and I can't for the life of me remember where he got them from. I will say that I use them only about 50% of the time. I have gotten much better at choosing the right individual layer adjustments. It takes more time, but it honestly yields the best results!

What's the technique when you are adding the white highlights on his sides and face? Are those masks or what?

it's a clipping mask over the image, and then a soft brush with white color.
