I think Kichibei became suspicious when the ransom note demanded (exactly) 1000 ryos for OFumi. Putting 2 and 2 together, he put the rocks into the money box for the hostage exchange; however, he did not suspect that his ex-wife was the mastermind of the plot. She, in turn, could not foresee that OFumi would work with the corrupt hatamoto Yonemura to confiscate the box. It is very fitting that they (Yonemura & OFumi) discovered they collected rocks instead of 1000 ryos at the end. A very good ending for a sad story!
