Take 5% from the total money allocated to police department because its doing nonsense already. 4. All lawyers who want to be admitted attorneys or admitted to the bar must do some sort of service towards wrongful convictions. (instead of articles maybe) doctors do compulsory community service for 2 years. I don't know but where there's a will there's a way.
