Key takeaway: the number is only for showing allegiance to either of the camps in prison. Most 28 are the ones who are serving long or life sentences. Hence they say its for survival coz it relies on a bullying and instilling fear on the new inmates. Its either you join or suffer your stay in prison hence the initiation to each rank involves spilling blood inside prison which results to an extended sentence and indirectly sustaining the numbers system.

The last time I checked, I was taboo to use the coded language outside of prison premises, especially to people who've never been inside.
