The reason is that Bulbasaur isn't well liked in the western world as in Japan, the games came out as Green and Red, but was changed to Blue and Red. So Squirtle and Charmander are more popular, thus in this comic, Bulbasaur is depicted as, and I'm going to phrase this nicely, a little behind in mental development compared to his friends.

So I had left a comment on a my little pony video about 3 almost 4 years ago and I think a year later I get a massage that some guy had replied to my comment calling my favorite alicorn, Princess Celestia, a fat cake eatting bitch. I get a bit ticked off like most fans when they get told that someone called their favorite character from a show something that is out of their name. So me and him get into a fight and somehow that turned into a roleplay and 3 almost 4 years later me and him are still good friends to this day. He regrets calling Celestia a bitch and I regret being a jerk towards him because he called Celestia a bitch. To be honest I dont fully remember what my comment on that mlp video was even about.
