OMG... Finally Someone that is doing it RIGHT.... "Bravo"... It is hard to watch some of these videos where the practitioner is moving their hands way too fast... almost beating the poor client to death... You my Lady are a Miracle worker... Yes you can steam before exfoliation, steaming helps to open the pores and encourage any blockages to soften which exfoliation can then help to lift and remove. We recommend following the routine taught on your practical training days and within our course notes, the videos are additional reference to help students refresh on their skills beyond their practical training.

I think it's to make sure the client doesn't get startled when you come back to her and to section off the separate actions so you are predictable for the client. Edit: She actually mentions it at 10:40

As @islje01 has said, it is to introduce touch and avoid startling you client after breaking contact during the treatment routine as the client will have their eyes closed and be relaxing into the treatment.
