Sharing with Prof. Dr. Hoodbhoy. I am a NED graduate (1978). A few days before leaving the University I noticed a new face in our Faculty. Merely out curiosity I walked into his òffice and introduced myself. I learnt the he had left NESPAK join NED. A bit surprised I enquired his motive to leave NESPAK, perceived to be a prestigious national organization. His response was frank and to the point. The workload at NESPAK was high and he joined NED to relax.

An enlightening talk. In my humble opinion there is a need to reduce the number of Universities (and medical colleges). Our of some 250 universities in the country no more than 10% are really universities. The rest are merely glorified schools and colleges. There is also a dire need to look into the quality of secondary and undergraduate education. Good graduate students cannot evolve from a weak undergraduate education system.

Quality in education, teaching , evaluation etc is easy to be said, emphasized upon but as Mr. Tariq has said it is very difficult to be defined or implanted as an project . Listening to this discussion I felt that quality is more an attitude rather than an commodity or quantifiable object . It is introduced largely as a will power of an individual supported by legacy and heritage of the school / college/ university one studies and institutions he works ! Being a student of well ranked university, a postgraduate and having worked in an Institution of excellence I really feel that quality also depends a lot on the turbiat of individual and social dynamics of the society he lives in . Quality in the education or jobwork doesn't arrive unless one is inspired by surroundings. As Mr. Tariq has said " Crooks and Clerks " is a very lethal combination to destroy or dilute the quality in any institution. This combination thrives in an environment of mediocrity, manipulations and greed . But wherever quality persists clerks respect the scholarship, knowledge, commitment, sincerity and experience of heads, teachers, professors and bright students.Such type if environment was created in 1800s and very much prevailed widely till 1970s. It still prevails in pockets in India and more widely in US and Western Europe . Good Teachers : the teacher who forces students to read more and search for references. One who inculcate reading habits. Our teachers were so good that many of us read our subject , once the exams were over in non-anxiety times . Preparations for examinations never gave the satisfaction of knowing . Actually this type of reading bred attitude for research, and was really useful during interviews for research positions or jobs offered by Public Service Commission. Reading definitely supports quality . Prof. Hoodbhy stating that lots of Indian Faculty in US : yes sir we were very fortunate to be taught by professors of your generation and older generations. In india till 1980s , most of the colleges and Universities teaching departments used to have good number of foreign returned professors like you. Then people used to return back after completing their education . During my PG studies I had 8 to 10 professors who had foreign degrees including PhDs. They indeed brought with them best academic , scientific , evaluation, teaching practices with them . Their links in their parents universities encouraged lots and lots of student's to go for higher education in US and Europe . Hoodbhy Sir, you have visited IISc, Benguluru, IIIT Hyderabad and must have met few professors of this type . There is huge academic collaboration with US and European universities, which is indeed beneficial to Indian students.

Three most important things at university level teaching: 1) Teacher must know thier subject properly. This problem exists in pak universities in hard sciences and engineering. 2) Teachers must know how to teach. Student evaluation is very important in all western universities. 3) At university level teaching one must publish in respectable journals.

I disagree Shoaib. BAsed on the Indian experience, quantity is as important. Because if you get 10000 engineers just by laws of statistics you are going to get 100 really good ones and about 10 brilliant ones. That is an old issue in Indian Academia between Jahangir Homi Bhabha ( Father of the Indian atomic program) who wanted quality potential game changers and Vikram Sarabhai (father of the space program) and Vikram believed in quantity, giving chances to the disenfranchised and won out and unearthed many a gem, including the great Dr. Abul Kalaam. So quantity matters particularly in the subcontinent.

@@shoaibkahut India also has a lot of substandard universities that churn out a lot of below par engineers, ‘scientists’ and doctors but we still get some good ones from substandard universities. Also India m’s advantage was that Nehru and Gandhi and Ambedkar took out Zamindaari and hot Reservations of 25% for dalits and Schedule tribes. As a brahmin, I was on the wronhbend of that stick but most Indians upper casre support affirmative action to correct a historic wrong. That helped but we have a long way to go to compete.
