It really isn't. I liked the final fight, it had a Dark Knight Rises vibe to it, I liked Oliver's speech, and at the time it looked like they had broken up the team and Oliver would be returning to being the only one in the field, which I liked. I don't know why this episode gets so much hate. Any episode with Huntress is the worst.
