That ladder is an escape ladder to get out of an upstairs window in case of emergency. You hook one end onto the window sill.

It said yacht or dock ladder, so it must be for a boat or lake dock, swimming pool as well. Most fire ladders are long and all rope so it can hit the ground and able to store in small box by window.

It is a boat ladder. The cord that holds it up is to keep it out of the water when not in use, reducing rust, algae, etc.

The grippers arent random. They are for winter time and used in ice conditions. Allows you to walk around on icy conditions. I get it your in Florida so this stuff isnt your thing because you never have tl worry about it.
