I have not had good luck with flux core welding to extract the broken bolts. A proper MIG weld is usually required.

Dremel with a right-angle head and a sharp bit and a fresh extractor worked to get my broken studs out

The exhaust bolt is an easy fix. Just Google gm ls exhaust bolt fix. There are a bunch of companies that make brackets that fix it. Dorman makes them too. They are around 50 dollars
