An MRAP can be quite useful in most situations but it's not a tank. To fight an armored conflict requires combined arms and could go three dimensional real fast. Use it well.

I see no need for an MRAP in a police force. There are other vehicles that can be used for rescue situation.

Like what? He mentioned in the video that it can be used for fire and flood rescue as well as in shooting situations. The truth is the MRAP is the only class of vehicle that is tall and durable enough to do all that.
