It's implied in SF generations that he is. Before Goki became Akuma, he got his girlfriend pregnant, and the child is the orphan Gouken took care of who is Ryu. It is also the reason Ryu had the cursed blood.

Yes, but they might change it like they change the story that Ryu originally lost to Sagat and it triggered Ryu's satstu no hado and dragon punched Sagat.
