As a city fan I'm going to try to be as objective as I can be, I rate consistency quite highly and if we don't differentiate between 'importance' of a position then the best player in the league would be David De Gea. Seeing as a keeper isn't as crucial as a midfielder or forward per se I would probably say it's De Bruyne. Hazard, Kane and Sanchez are all right up there for me but in no particular order.

Yeah Coutois and Lloris are good, but they make more and are more likely to make mistakes than De Gea is. Courtois when he was at his best(Atletico) was also being protected by essentially the best defensive team in the world. As soon as he left to Chelsea, he started making very simple and foolish mistakes that would've easily cost him his position if it wasn't for the fact Petr Cech left to Arsenal. Even now he still fucks up and he has one of the best if not THE best defensive lines in the Premier League. Same for Lloris who is good but also makes some stupid mistakes and has the benefit of a solid defense. De Gea? It wasn't till last year that he had anything near solid of a defense to protect him. With Moyes and Van Gaal, he was essentially the one who kept them in or near the top 6 because everything else was utter shit. Maybe if they learn to stop making those amateur mistakes, Lloris and Courtois can compare to De Gea but as of now, no keeper in the Prem can touch him and the only person who has a real shout of challenging him for 2nd best in the world (behind Neuer) is Oblak.
