Actually this is a tactic. Shorts that are flagged to post to your subs typically only appear in their feeds, but if they are not flagged like that they are shared generally. This makes engagement much better as the shorts are more likly to be pushed to doomscrollers. If you are subbed, you probably want the full content rather than Shorts. Meanwhile, Shorts could help new people discover the channel.
