It's definitely called a buoy. One time a buoy washed up on shore during Hurricane Andrew along with a bunch of other sea life. I found a dead puffer fish. Annnyways... This was a great lesson. I play around with that kind of stuff all the time and it really works! Lots of cool "idears" come from those buoys all over the neck!
