I'd say that Pandora's Actor, inside of his Area (the Treasury), is potentially one of the most powerful NPCs in the Tomb. Think about it: he is one of the most intelligent NPCs (on par with Albedo and Demiurge) and can assume any form of the previous 41 Supreme Beings. Not only that but, one of his greatest weaknesses - lack of specialized gear - is completely negated since he has complete access to the Treasury and knows about aaaall of it's magical items (he is obsessed with categorizing and maintaining them) if say, an Enemy Mage entered the Treasury (somehow) PA could take a look at their gear, deduce that they are a Mage, then transform into an Assassin or a Warrior and get the appropriate gear to deal with the Enemy not to forget that he could always do this outside the Tomb too, the only thing he'd need is to study his target

I think the 20% penalty is for the overall... so it doesn't stack, but that's just what I think

Shalltear fight has so much preparation that it has to happen exactly he set it up. 1. No outsiders. He stationed aura and mare for that. Mare has the most destructive aoe spells among the guardians. Aura is a ranger so she good at tracking any hidden threats and he gave her the depiction of nature and society which she used season 4 to trap an army in a pocket dimension. 2. Shalltear has to used up all her mp, skill slots and summons. He had to provoke her using them all so that she can only do melee for phase 2. Then flexing his gears setup to make her panic with no option left but to used struggle like a pokemon with no pp left. 3. Kill her twice. He had to wait for her clone to show up before using goal of all life is death so it cant help her for phase 2. Provoking her to waste her skill slots first so she cant disrupt the countdown by ranged attacks. He did used widen magic so she can never fly away enough to escape the blast radius and he did also made her waste her greater teleportations.

Basically a doppelganger of Pandora's actor's level gets granted a penalty of 20% on them when they use a form. Most abilities that they use in that form will only be at 80% of the original's. However, when they leave the form the debuff is removed so they can use their own abilities at max power. I think of it that way, as an automatically applied debuff. However, I don't think it applies to everything. For example, I don't think it applies to summons or special class abilities like The Goal of All Life is Death
