can anyone verify if they recorded this in Bb or was the tape sped up or changed in any way

It was recorded in the key of Bb. If it had been sped up, that would mean all those Bb7 chords would be A7s, which doesn't make sense in this song. The only reason people think it's sped up is because because Dekker's voice sounds unusually high pitched, which was his normal voice at the time.
