If you want chlorine gas you can boil down the sea water to get the salt, mix it with the manganese dioxide from lantern batteries and then add some concentrated sulfuric acid you got from car batteries (make sure salt + manganese dioxide is a moderatly thick paste before adding acid). The reaction produces so much chlorine gas you can see the green colour.

A problem (apparently one of many) for the efficiency of this. Chlorine dissolves very well into water so you have to first saturate the water with chlorine before you can get chlorine gas. I remember back in high-school chemistry an experiment where we generated chlorine gas in a test tube. Then we took the stoppered test tube and inverted into water and tried to pull the stopper out. The chlorine gas dissolved into the water so fast that it was hard to pull the stopper out because it formed a partial vacuum. Eventually once the stopper came off (if we were able to keep the mouth of the test tube immersed) the water was pulled all the way up into the test tube.

the oxygen isn't being produced. it will take more voltage to get the oxygen out than the chlorine, so the voltage that's there goes to into the chlorine.

In this reaction, the oxygen is ripped from the water (H2O)and bonds with hydrogen, forming a hydroxide (OH-) ion. These hydroxide ions then bond with sodium (Na+) and copper (Cu2+) ions in solution to form sodium hydroxide (NaOH) and copper (II) hydroxide [Cu(OH)2]. The sodium hydroxide stays in solution, and the copper (II) hydroxide (which is insoluble in water) precipitates out.

that Is not chlorine your smelling. that is hydroxide. you are making copper hydroxide. you are basically just performing regular electrolysis. you won't see chlorine production till you either significantly increase your salt concentration or you start over volting your cells. double check your chemistry. if you want to make pure chlorine gas try melting salt by heating it then stick your electrodes in. if you do it right you'll also make sodium metal. the water breaks down far easier than the salt. depending on your molarity, voltage, and current density you'll get water, hydrochloric acid sodium hypochlorite, and sodium hydroxide. you are probably smelling the sodium hydroxide. you can calculate the release rates using 1st ionization energies. you'll find that oxygen has a much lower binding energy than chlorine. this means that any chlorine that is liberated will likey be scavenged quickly by other ion species in the stew.

Why it's not working (and the copper is indeed to blame): Chlorine anions are moving near the positive electrode, which has likely built a slight positive charge; the chlorine anions separate copper cations from the electrode, forming copper chloride, rather than losing their electrons to the carbon and forming chlorine gas. The solution turns blue because copper chloride is soluble in water (otherwise the copper chloride would cover the electrode and all would proceed as planned, possibly) and copper cations naturally appear blue. To solve this, connect the carbon electrodes to the battery in a manner where the water only touches the carbon; as carbon compounds are typically fairly stable, the chloride should donate its extra electron to become chlorine gas due to the slight positive charge of the electrode. At the same time, the blue color indicates that the process is indeed working: sodium and chlorine are being separated - the chlorine is just immediately consumed in reaction with the copper.

Basically,what happens is through the electrolysis process Cl2 gas and NaOH are created : 2 NaCl + 2 H2O = 2 NaOH + Cl2 + H2. Then Cl2 reacts with water creating HClO: Cl2+H2OHCl+HClO. After that HClO reacts with NaOH in the water creating NaClO (Bleach) : NaOH + HClO = H2O + NaClO.
